How and when can I treat my st. Augustine lawn with Talstar for chinch bugs?

I live in Jacksonville, FL and right now the temperature is getting into the 90's. I've just discovered that I have chinch bugs in my lawn and want to treat. I treated my lawn years ago and I remember that the chinch bugs disappeared but so did the lawn. I don't know if it was a temperature issue or what. But I'm hoping someone can offer me some guidance. I have one of those ortho bottles that attaches to the end of the hose that I can fill with the Talstar. Can someone tell me the best way to treat? Do I water the lawn first? or after? what time of day? does temperature matter? thanks
